Consul General Julius Caesar A. Flores attended the 12th Graduation Ceremony for Foreign Government Officials’ Chinese Language Program on 30 June 2017 at Huaqiao University, Jimei District, Xiamen City. VIP guests included Ms. Tang Cuiying, Director General/Overseas Chinese Affairs, Office of the State Council;  General Uthai Shinawatra, President, Thai-China Culture and Economic Exchange Association; Lt. General Santi Pensute, Royal Thai Police and Hon. Tajtai Tmangraksat, Consul General of the Royal Thai Consulate in Xiamen.

Five PNP officers were among the 103 graduates from the Philippines, Thailand, Malaysia Indonesia and Cambodia (from ASEAN region) who completed the 11-month Chinese language course.

This year’s graduating class, the 3rd batch from the Philippines since 2011, is represented by Philippine National Police (PNP) officers led by PCI Leonard C. Paredes of DIPO-Southern Luzon, PCI Victor Basil B. Morales of Intelligence Group 3, PSI Cesar G. Nuñez Jr. of NCRPO, PSI Eva Joy E. Capurcos of PRO 12 and PSI Judith B. Besas of PRO 7.

Police Senior Superintendent Joselito M. Daniel, Chief, Unit Training Program Development Division, Directorate for Human Resource and Doctrine Development, PNP-HQ, Quezon City represented the PNP during the graduation ceremony.

In brief remarks, Consul General Flores conveyed his warm felicitations to the graduating class of 2017 in fulfillment of the requirements of the language training program. The undersigned also conveyed, on behalf of the Philippine Government, its sincere appreciation to Huaqiao University in recognition of its firm commitment to continue its foreign language training program as well as hosting the participants from the Philippines. Furthermore, Consul General Flores underscored the importance of acquiring working knowledge of Chinese language by ASEAN nationals and thereby contribute towards better understanding and implementation of ASEAN-China cooperation.

The Consulate General will continue to work with Huaqiao University to increase and widen the participation of Philippine representatives on this significant program.

The Consulate General was further informed that Philippine participation is being funded under the auspices of the Gaisano Family of Cebu City who looked forward in expanding Philippine participation in the program. END
